This is because the gas limit determines the maximum amount of computational work that can be done in a transaction. If the gas limit is insufficient to cover the computational work required by the transaction, the transaction will run out of gas and be reverted. As a result, any changes made by the transaction will be discarded and the sender will lose the gas fees paid for the transaction.
